Default Starter Ring Gear Standoffs

While checking coupler today I notice (2) 1/2" standoffs that are threaded in the outer area close to ring gear. These standoffs have machined areas on inside of bell housing so there will be clearence when rotating. My question is the clearence is so minimal that I would suspect if any flywheel movement forward or aft that there would be wear signs/shavings. What are these for?

they are triggers for the second crank position sensor thats used for diagnostics at the dealer
