Throttle Cables - 2 of them?

While trying to fix my idle problem I noticed there are 2 cables attached to the linkage. I know one is to the accelerator pedal which is clear. What is the second one for? It was hampering the return and I thought it might be for the auto kick down feature.

My 1981 is an auto to manual conversion done by a Porsche Independent shop here in the area.

I was afraid of that. Thanks Ducman82. My buddy cut it. The cruise didn't work anyhow but now I have more to do to get it fixed. I'm learning, oh boy, I'm learning the hard way.
