When you say you switched the connectors around on the DS what exactly did you change? Try the DS alone (disconnect PS), without a bulb installed - same? In the fender unplug the fog light connector and try again (if you aren't sure which is which - unplug both.

Or with connectors re-plugged, with bulb unplugged measure resistance to ground on the bulb line with the fuse removed, should be infinite.

Sorry for the delay in my reply. Thank you Allen for taking the time to respond to my problem, fog lights are working correctly now. Time to move on to the next issue.
