You were correct Alan, fuse was blown. I swapped several fuses and they all blew when I turned on the fog lights. I starterd wondering if by chance the connections at the fog lights were my issue. I disconnected the drivers side fog light, put in a new fuse and the passenger side worked. Reconnected the DS fog light and fuse blew again. I switched the connectors around and same thing, fuse blew. Ground issue??

When you say you switched the connectors around on the DS what exactly did you change? Try the DS alone (disconnect PS), without a bulb installed - same? In the fender unplug the fog light connector and try again (if you aren't sure which is which - unplug both.
Or with connectors re-plugged, with bulb unplugged measure resistance to ground on the bulb line with the fuse removed, should be infinite.
