Tim, my gauges were acting the same way, not this high of psi, but as to the way it read opened and closed. I found that my WUR was so plugged up that I had nothing flowing on the return side. You can test this by simply loosing up the bolt on the outlet side of the WUR with the valve open and you should have fuel come out of it. If not you need to clean your inlet screen to the WUR. If you do have fuel at this point, next go to the dizzy and loosen the line there and see about fuel.

I am pretty sure the WUR is not causing the high pressure. I have disconnected the incoming line to the WUR, thus releasing all the pressure, connected my gauges, and closed the valve. Then jump the pump and I have 9 bar.
I work long hours mon-thurs, so have not got back to the car yet. I have the dizzy off, and am getting ready to rebuild one of my spares starting Friday morning. So hopefully I will have this fixed by Monday.

If the WUR is out of circuit, and you see 9bar at the line going to it, then I agree its not the cause - which makes it very unusual...but not impossible. Have you checked that the return line from dizzy is not blocked in any way ? This would be the easiest thing to check. That line runs along the body with the delivery line, and I have seen one of those lines damaged by jack or stand issues. There are also hoses in the engine bay for both lines, coming up to the (car's) LHS cam cover - locate which is return line, separate it at the cam cover joint, and you should be able to blow through that into the tank easily. If you can problem should be in the dizzy regulator. If you cant, fix that before you open the dizzy. Check that you can blow through the dizzy return connection to the return line connection above. The regulator unscrews from the rear side of dizzy , and is much easier to re-assemble than splitting the dizzy body.

I am going to replace both rubber fuel lines in the engine bay this weekend, so that will be a good time to try those checks, thanks.
I will have to rebuild a dizzy this weekend, the one that was on it had a crack in the body near the pressure regulator, and the center plunger(?) on my spare will not slide up and down like it should. the spare came off a motor that was pulled for a chebby conversion, and tossed out in the yard for a few years.

I rebuilt my CIS and replaced the fuel lines in the engine bay. I guess I got lucky, because it is not leaking at all. The car now starts when it is cold with no problem.

After putting it all back together, my cold control pressure is still high, but not as high as it was. It is now 6 bars. I blew out the return line to make sure it was not plugged, and cleaned all of the filters on the CIS. Since the car is now cold starting, I am beginning to wonder if my gauges are off. After a few other projects on this car, I will be working on the 78, so I might connect it up and see what it reads.
