Default LH CONTROL UNIT HELP PLEASE

HELLO TO ALL. i recently swapped out my engine in my 1985 manual 928, the car ran fine before the cam snapped and bent the valves, i only purchased it two months ago and drove it home from delaware to boston.so the prior owner put a belt on himself and either forgort to tighten the cam gear or put the belt to tight, any ways i am trying to start the car now after the swap and i have no fuel pump or spark. pin #21 will not ground or energize the fuel pump relay. some times i turn the key and it will cycle for a half second,,most of the time it wont there is power at the ignition coils there is power at (30)-(15) to all relays,,,does anyone haave any ideas? thanks for any info
