Default screwy lights

When I turn my headlights on, they pop up about a quarter of the way and stop. When I turn them off, they go all the way up, then back down. At the same time, I get none of the dashboard lights. My fuses all are...okay (that's a different post), but I hear a LOUD clicking from the relays as the headlights move their small amount.

Some research I did here suggested I take the relay apart and carefully clean the little contacts, which I did with a slip of paper (man those were dirty!), but it didn't help.

Other research suggested there is some kind of connection at the headlights itself that may be bad, but I don't know why that would cause the dashboard lights not to function (I mean the lights for the speedo, HVAC, PRND12, not any of the warning lights).

All I know is, without lights I can't drive it to work (dark on both ways).


Oh, outside lights seem to work (indicators, brakes, reverse) and one headlight is dimmer than the other. These all functioned fine before I took out my CE panel to clean it...hmmm...
