I had found the rotor out of alignment 180 deg when I first set everything up before pulling everything off ( TDC and both cam marks aligned as required).

OK. Could you have disrupted the green wire on the distributor? It tells the spark box on the fender when to fire the plugs.
I don't believe so but will check.

Is there a test that can be preformed or are we just looking to ensure it is properly installed?

Was the rotor possibly jammed on the shaft 180 degrees out?

I had previously puylled the rotor and cap and replaced both with better units off my spare engine. Don't remember the old rotor being difficult to get off and the replacement is installed with alignment tab in notch on the stator shaft.
