Does it come with a rebuilt engine?

Actually, if they are still around when the pump fails and takes out the block, you might do okay. I bet their warranty doesn't cover the removal or installation of the engine and all the associated bits.

If it has anything like a standard warranty, the sole remedy available is replacement of the defective part by the supplier. Of course that will be in the fine print in the paperwork included in the package. Look there in that line that looks like the border-- there it is if you llook with a magnifier. There will also be an exclusion that covers improper installation, belt tension, poor cooling system maintenance, etc. Since a dealership technician, experienced in the 928 and following the WSM procedure exactly, is quite unlikely going to install this gray-market pump, any chance of recovering even just the original purchase price is virtually non-existent.
I spent some time in the retail parts business more than a few decades ago. Warranty claims paid to individual retail customers were quite rare. We would replace the defective part only, and only then if it was a direct failure caused by mfr's defect.
Caveat empty...

I was in a NAPA the other day and asked if they stocked any P928 parts out of curiosity. Not much in the stock room, but the guy balked at the price of the water pump in the system - two models ranging from around $1,000 - $1,300.

I asked the eBay seller the following questions:
Their response:
Dear waterpumpwarehouse,
What is the impeller made of? Do you have close up pics of the water pump front and back. Original Porsche pumps have problems with impeller migrating into the engine block causing lots of damage. What have you done to insure this does not happen?

This part would ship direct from GMB. We can't pull one from the warehouse for inspection. Our restoration shop www.HowardStewartRestorations.com can restore and update your original and address any historical design flaws.

GMB is showing in general searches anyway "country of origin" as Japan, warranty is limited lifetime for defects in materials or construction. List price on the water pumps look like about $700, with most discount sources around $600.
