WOW ! $3,000 for a none running , 4.5 that can not be registered in California ???? maybe I should pull the coil wire , tear up the title, and sell the old very brown 1980 .....

he is taken with the "looks"......I have warned him about its title problems..but he thinks he can make it work in CA....

If a Euro car is not registered in California you must PROVE that it was federalized and everything is OK PLUS pass all smog inpections tests. It basically requires a new federalization by a Lab which costs several thousand dollars same as bringing one in from Europe or Japan ..... Once in a while someone manages to slip one in but that is very, very unusual. As soon as the ZZZ in the vin # pops up the DMV computer has a fit. It is good that he likes the LOOKS because it is probably going to be parked. He will be spending lots of frustrating time trying to deal with the DMV....title , smog , Euro. Worst part is half the advice they give him will be WRONG.

EPA is the issue, not DOT, so I think it might be possible to get it through a Smog Referee station maybe as an "engine change", but I have little doubt it would NOT be an easy or inexpensive process.

Yes if you do not mind a potential Felony conviction......swapping vin numbers for ANY REASON is a big NO , NO ! Fron the Findlaw site..."A jury found Jack Petty guilty of aiding and abetting the tampering of a vehicle identification number (“VIN”) in violation of 18 U.S.C. § 511(a). Petty pled guilty to two additional counts of dealing in stolen property in violation of 18 U.S.C. § 659. The district court sentenced him to 60 months imprisonment for the VIN charge and 87 months imprisonment for the stolen property charges, sentences to run concurrently. The court also imposed a fine of $60,000 ($20,000 per count). Petty appeals his conviction and sentence. We affirm. "

Back when I first found the Calif Smog History search page I was running every vin and license plate on any 928 I was remotely thinking about buying, one of those license plates came up as a 914.
