If the 53I at the motor is at battery voltage when selected and the motor doesn't run - then it is a problem with the motor. These motors are very reliable generally so a used one could be a good option.
Brush replacement could be a viable option too - but I have never attempted that. It seems odd that high speed would be worn out before lower speeds given typical usage - so it could also be a burned out winding.
