These are the only 2 that I know and trust in central NC for 928 work. Both are owners of 928's and have been for years. They are both well known and trusted by local 928 owners. They have both done work on my 928's and never left me with any issues.
You could use my shop. If we can get a few 928 wrenches here, it could be done in a day. I did the TB/WP on my '87 S4 and it wasn't that bad, but it just takes time to do it right, by yourself, and for the 1st time.
How old is the belt? I can't understand why he rebuild the tensioner (and it still doesn't work?) and reused the old belt. That's like rebuilding an engine and reusing the old oil. Sounds like he charged you $700 to tighten the belt tension. I second the motion on the Porkensioner. I have one on my GTS, it is the only way to go, set the the belt in place and forget it for 50k miles or 5 years. The stock tensioner is a fossil.
