hvac vacuum 86.5 ?
With engine off ( hasn't been running for a couple of months) I applied aprox
23" of vacuum to the black line that goes through the firewall. After about 45 mins, it had only dropped 2".
Would this indicate that the system is in reasonable condition or? Anything else
I should look at?
Also tested line going to fender after pumping it down, it held without any loss.

Maybe, maybe not. You will need to operate the levers with the ignition switch on to get vacuum thru some of the solenoids, so you may still have some leaks.
But it's a good start...

why I'm doing this-
Purchased car from a friend who had owned it since '91. Ran well & systems
worked when he drove it, however it was stored for 3 yrs. I only drove it a
short distance due to an over due timing belt, so couldn't evaluate it well.
While it's apart for the wp/tb rollers/ water/ fuel hoses & electrical grounds etc freshup, I'm just looking at the rest of the systems & trying to correct anything obvious.
