Default Steering Knuckle Assembly

I am putting my steering knuckle back together, and was looking up torque values in the WSM. Under the two flange locknuts that secure the upper and lower control arms to the steering knuckle, it says to "load ball joints by exerting pressure on the upper control arm". How exactly do you exert pressure / load the ball joints?

Also, I need to re-torque the bolt that goes from the steering track rod to the steering knuckle. I want to confirm this the value of 65 Nm (47 ftlb) listed under Steering Track Rod to Steering listed on page 40-03 of the WSM.
