Quick Question about 86.5 Engine Bay

Could anyone tell me what this is? I notice that my 86.5 doesn't have this cover... It seems to be protecting the female end of a five-pin terminal. (The engine bay pictured is not mine-- it is from that auction in PA for that 6600 mile black 86.0)
it's a port for diagnostics and for setting idle. Mine had that flap cover break off (common occurrance), so I covered it with neatly trimmed black duct tape, You don't want crud getting in the holes.
The part number for the cover is: 944 612 417 01
C=ground
B=WOT
A=O2 sensor status

FYI: 944/951 have the same diagnostic port and cover. 951s have two more terminals, one for 12V, and one for the KLR status codes.
