Temp Gauge Issue

So after seeing Dwayne's ODO thread revived I figured it was time to pull the dash again. I fixed the gear before and it stopped 500 miles later. Got the washer in now and it works in my hand better.
The last time I worked on the cluster the temp gauge was no longer reading properly, so I figured I'd fix that to. It seems like it's not adjusted properly or it's twisted or something, but I can't turn the gauge. The below pics show the issue, the bottom setting, and how high I can raise the needle. The gauge still works, I just got used to where it should be reading with its new low position.
So how do I fix this? Time to find a new temp gauge? The car is a 86.5

It feels like a hard stop at the top. The needle being so low seems to me like the whole thing is twisted down, not sure how that could be though.

You can twist the needle back to its proper position, just be careful. If need be, you can pull it off just as you did with the speedo.
