Over the weekend I replaced my dead "driving lights" (or as Porsche calls them, "additional headlight") bulbs. In doing so, noticed that the outer position in each lighting unit also has an identical halogen bulb ...
What are these outer lights used for and how do you turn them on and off?

Back in the UK we called them fog lights. The beam is low so as to throw light under the fog.
Back to your question.
One set comes on when you apply high beam. The other set comes on when you press the switch below the turn lights on switch.

Does it have the "Do It Yourself" manual transmission, or the superior "Fully Equipped by Porsche" Automatic Transmission?

I believe the driving lights will also come on by activating the high beams via the directional stalk with the headlights off. They act as a day time headlight flash-to-pass signal or in addition to the horn signal without having to wait for the main headlights to rise.

Roger - I seem to remember "flashers" in the UK and this was a completely different thing... more akin to 'streakers' than headlights...
Tom - I suspect you are confused about what to call these lights...
When you talked about "driving lights" were you referencing the lights controlled by the second pod switch down with marker lights & ignition on .. if so those are not the driving lights they are the fog lights.
The driving lights only come on when you select high beam - either with the headlights on in high beam mode OR as noted when you pull the column stalk for the flash mode.
Unless you have an imported ROW car your driving lights (or auxilliary headlights) should be on the outside and your fog lights should be on the inside. This is of course - as with all things DOT it seems - a COMPLETLY STUPID arrangement of front lighting. The ROW cars do it right with it completely reversed... of course...
