I had the same problem and it was driving me crazy. As was previously recommended, try putting the upper and lower parts of the latch together by hand (out of the car).
After I tried this approach, I found out that my lower receiver was not correct (even though it was brand new). I took it back to the dealer (yes, I bought it from the Porsche dealer and paid slightly more than from one of the excellent sponsors - with shipping, duty, etc.).
Long story short, when I got my replacement, it went in no problems and everything worked like I expected (hoped).
Lesson ... just because it is was a new part and appeared "simple" in operation (when compared with other pieces of the car), does not mean it works.
If another 928 owner is nearby, you may wish to see if you could talk them into trying out their receiver with your top piece. Replacement of the bottom part is not too hard and it does remove that doubt.
Cheers

According to PET it looks like the "spacer" is optional or as required, as there is an "X" for quantity. My upper latch didn't have one. My temporary repair has helped, but not solved my hatch problem (broken upper latch body) - I'll try to get pix up in a separate thread today in case they could be helpful to someone.
