Head lights going up and down

I have what I think is a related problem. When I turn on my headlights they pause/stick at 25% of the way up. If you turn the switch off they continue to go up and then cycle back to retracted as they should. While stuck at 25% you can turn the switch off and if you're quick, cycle the switch to on and the headlights will stay up and illuminate.
I made the assumption it must be the relay on the fuse block...so I bought a new one ($100) and replaced it. But, the problem is exactly as before...is it the switch or am I missing some other electrical connection somewhere?
The motor (when stuck at 25%) isn't running and no amount of jostling it seems to help.
Ideas?

I would look at the "wiper" contacts in the gearbox attached to the motor. There are a series of round copper contact paths that provide power going up and going down. There are "open" areas that allow the motor to stop in the correct spots.
Since it goes around when you turn them off, the "off" section is probably ok.
