Yes its mainly just a resistance load - so by ohms law its current draw is directly related to voltage - (R=V/I) so while you could safely plug it in - it would consume (transfer) much less power.

Since voltage is ~half, current would also be ~half so power (P = VxI) will be ~1/4. This is probably insufficient to be at all useful...

In answer to the OP question...........I don't believe so. My car was imported to Canada from Germany and wasn't fitted with a 'block' heater.

As mentioned block heaters are mandatory in his part of world for winter starting but then you have the issue of driving through the snow drifts........not good for the front spoiler. The better versions especially for bigger blocks are the circulating type so the coolant is heated evenly throughout the engine. Oil heaters also work well but are more invasive to install.

Mental note: Keep an eye on Greg at Sharks in the Mountains, if he gets to close to my F-350 Dually and anyone sees him pulling an electrical cord out of the front please let me know ASAP.

I am here at the shop today trying to get it going, just so I can say I tried to make it.

BTW, I would never do anything to your truck, from what I hear you have a hard enough time keeping them going with out anybody "helping"

I have had several in hot rods, people look at you funny when you answer the question "Why do you have you car hooked up to a extension cord?" with "It is electric"

That was just on those gas 1/2 ton "practice trucks", now that I have a real truck, it is no problem to keep it going :-)

See ya soon, I'll bring a spare extension cord to the event for you :-)

If I had been through what you went through, not even sure I would ride in a Ford anymore, much less buy another one.
They do make a damn good truck.

Well since I got it for half of KBB value and they gave me a free 200K mile warranty on this one.... AND it has a block heater, I did OK.

Keep us posted on the 928 block heater mod, I am curious how you are going to do it.
