Butterfly valve adjustment

My idle is up 1k after taking apart and cleaning the TB. If I push down on the Throttle it will idle fine. It will move just a little and is seems to be binding.
I have relieved the pressure on the Tps switch and same issue.
I tried adjusting the butterfly valve and this maybe the problem but can't seem to get it to lay completely flat.
What can I check or do to correct this it's getting a little old taking off the center intake.
