The flappy is not working completely. It only moves about 50 degrees. I have another intake manifold on my home office floor and the angle of rotation is much wider than that.

Normal flappy rotation is about 90°. Tuomo's only rotates about half that. It is not a vacuum problem. There's something eff'd up mechanically. Initially, when we tested it with a hand pump it was stuck completely.

interesting...but it does flow some? Just not 100%

One would assume that it is flowing some. One of the side plates needs to be pulled to see what it is or isn't doing. If Tuomo's dyno sheet was from a GT I'd say that the flappy wasn't opening fully. But, since it is an S4 I can't say.
