i tried to determine no start issue .
checked relays and i do have power at the 30 pin
jumped the xx fuel pump relay the fuel pump makes no noise. but i also took a 12 volt power source and i can get fuel pump running ?
is this then a wiring issue or is a lh issue ?

Sounds more like a Fuse #42 problem.
Power goes from Terminal 87 or Relay XX to Fuse #42; From Fuse #42 to Terminal U15 (fifth terminal up on the left side of Plug U); from there to the fuel pump.
Check for 12 vdc at U15 with the relay jumpered. If there is no power there, the problem is the fuse or behind the Central Electric Panel, if there is power there, the problem is the wire to the pump or the pump ground.
