Recommendations for plastic polish

I've always had good luck with Mequiars Mirror Glaze 10 Clear Plastic Polish on clear plastic parts (not glass)

3M has a reconditioning kit for cloudy plastic lenses. Saw it on two guys garage
Power drill required. Comes with sandpaper and polishing solution. Take about 30 minutes each side -

If your referring to the lower fog lenses that are glass. Dunno how to fix that.

Sea Power Metal Polish. It is amazing on glass and plastic lenses, including pod gauge lens. Also great for de-oxidizing anodized wheels.

What David said, only I'd start with Mequiars "Scratch "X"" and a lot of patience. I've had great results with this stuff on just about everything I've tried it on.

But you need to explain what you mean by cluster. Are you talking about the exterior lights, the plastic lense on the dash gauges or the turn signal stalks?
Patience is key when working with plastic. You want to minimize the use of chemicals which can potentially harm the plastic later in life.
As far as the glass lenses go for the later cars, not much you can do to the outside but if you take apart the inside you can improve the look significantly.

I've used toothpaste to great effect on plastic headlamp covers on newer cars, and on DVD's I got from Netflix that would not play (I think the previous renters store them in a catbox or something.) Too rough for the cluster cover though. Using toothpaste, DVD's come out swirled badly but playable and I never tried to get them any better. The cluster cover would look pretty bad IMO.
Meguiers clear plastic polish does work pretty well for stuff like that cluster cover, Scratch-x might be good to try if the plastic polish is not cutting through the swirls.
CD's, CD-R's and the like are great to test out your polish and technique on. You can probably find one you do not need somewhere.
