Can the PEM modules be read/programmed/erased using a standard EPROM burner if one has only temprorary access to a SharkTuner?

No, only with a SharkTuner. Of course while you have the use of a SharkTuner, you can save the bin file to your laptop, then blow an EPROM from it, edit it, etc.
