Speedo and Mpg gauge not working after installing cluster.

Default Speedo and Mpg gauge not working after installing cluster.

My Speedo and Mpg gauge are not working after installing cluster. I pulled it out enough to check the connectors and they look OK. Is there a way to test this with out driving the car. They were both working before I opened the pod so it must be a bad connection.
Pulse comes to pin #2 of left harness
Power comes to pin # 8 of middle harness
Ground comes to Pin # 13 of Right harness

The Mpg gauge moves when key turns on the stays all the way to the right when started. Any idea what would cause this, if so I need to check it with out running the car is that possible.

I do need help:

I pulled the cluster and all the pins on the cluster to the speedo and consumption gauge show good. When I turn on the key the consumption gauge bounces to the middle. When I start the car it goes all the way to the left.
I have power to the speedo and ground connection on the mylar board and show o volts in the signal input. What should I be looking for; once again how can I energize the pulse signal or read it while not moving the car. I have a 12V power supply and a .5V square generator from my O'scope if needed to test it. I checked the connectors near the located by the inflatable tire and they are connected and look fine.
