Default Magic washers turn on when car starts

I placed the window washer relay in and when I start the car the wipers turn on for 3-wipes. I can see how this would be helpful in Oregon but not Florida. The pump is dead no noise or fluid but wondering is anyone has a clue or has seen this before.

There is no window washer relay - unless you mean the intensive wash relay? is it a new Intermittent Wiper Relay or a New Intensive Wash relay? Both could cause the 3 wipes but the reasons would be different...

You are correct it is the intensive washer relay 928618113 01 the relay XV was removed when I purchased the car.
I used an incorrect relay 00 that was in my parts boxes when I purchased the car. I did find that I placed an 928618114 00 relay, which is for the fuel pump so it was an extra relay but not the I/W, it is missing apparently.
I had a spare relay 928618113 01 off of the used Ce panel now it does not start up automatically when the car is started. It only sweeps one time, I thought it should do 3 sweeps but I maybe incorrect. The W/W pump does not work but I will trace that down later. all other wiper functions are fine.
