I have a 1981 Euro that had a similar problem.
Mine turned out to be two leaks from the fuel tank. In the beginning it only had a fuel smell when I filled above 75% of tank. After it began leaking small amount of fuel. The sleeve going from the tank down to the fuel pump/fuel filter was moist.
My fix included
used tank from ebay
replaced rubber lines
replaced the fuel filter at the same time.
