Why don't you find other young people with dreams and pool your money (the amount you expect to spend on the 928/951) and buy a foreclosure house and rehab it. Then after Uncle George is out of office, and we may have some light at the end of this tunnel, you can sell it, distribute the profits, and buy the car you want with some extra cash in the bank to maintain it. A VW Corrado is no hardship for another few months and you can learn from the experience. Lots and lots of foreclosure deals out there.
(otherwise.....and I hate to admit this, considering my signature quote.......I agree with Doc Mirror)

At your age I would recommend something cheap, quick and fun. good milage too. I've seen Honda CRX's go for a couple grand, you can wrench them yourself cheap, parts are plentiful, and the dealer is always available to fix. They're even light to push if they won't start. Save buying something ridiculously expensive for later on.

Bad idea ! You work at $10.00 and hour but would need to pay a mechanic at $100.00 plus per hour to fix the car that you NEED to get to school and to work. So you work more and neglect the school work or social life just to have a cool car to impress people....Yet have no time or money to enjoy what arguably can be one of the most enjoyable periods of your life. Twenty year old cars are a liability not an asset and all too often are not cars at all , just driveway art. The MAIN reason why 928s sell for so little is they are often very expensive to maintain. Do a search on posts by Whitefox (Ross) and see his experience with 928 ownership !

Another alternative i say:
Being me definitely a Porsche headed man, having had a 944, and 911 Carrera 3.2 and always wanting a 928, in the mean time I also have an Honda S2000, since 2002, and I am extremely happy with it.
So, I propose you to look after an S2000.
Well, and this evening I'm gonna look a 928 I saw in an local ad...

944na!
Hey,
I bought a 944 non turbo in college for $1650 with Koni's, sport seats, 5spd LSD.
Sexy, cheap and it does go plenty fast.....! Dad is rebuilding 3 red 928s that I drive occasionally and I like the 944...and the 928's.EH what can be said?
Do what I did: buy a cheap 944, pop out the targa sunroof and women will ride shotgun...lots of them. Then convince pops that a 928 for him and for mom and an extra for the track will be beneficial to familial moral.
It will make you want to visit for holidays.
P.S. One year of insurance on the 944 is 256$

Foreclosure
I agree with Ron_H on the foreclosures...Only, buy a forclosure rent out 3 of the rooms and live in one yourself. Pay the mortgage and buy a 944N/A to park out front.
