Default stop screw on ISV question

Looking at the internals of the ISV I just took out of my car I see the piece that actually opens and closes is just barely wide enough to seal the air flow. It has a curved face and appears to rotate to open and close.

Mine is sitting with a very small gap open and there appears to be a screw (small allen) that would function as a stop screw, possibly to adjust the gap or eliminate it.

Is this normal or should it be filling the opening completely?

Also, I put 9 volts to it and it doesn't move, I thought I read somewhere it could be tested with a 9 volt battery.

I've got a new ISV coming to me but I'd like to know if the one I'm looking at right now was set up correctly and if the 9 volt test should have caused it to move.
Thanks!

Mine has the same small gap - two of them are exactly the same. It will open quickly with a momentary 12V charge. I've wondered about the small gap myself, but it seem to be standard.

I did check the older style on the 82 with a 9 volt battery and it opened. I didn't try the 9 volt on the later model.
