38 is not outside of acceptable numbers, if i remember correctly. Even so, if the pressure is constant clamped or no on either FP reg, then the issue is not FP, since the other bank is running clean.
You need to look into the timing belt position on the cam next. The left cam on the 82 is easy to get wrong, because it lines up with a part of the casting and not a straight forward mark. We just did the timing belt on my 82 this spring, so it is fresh in my mind. I will dig you up a scan of the pic in the manual when I get home from work.
The timing cover has to be removed to check it, unlike later models.
If that is correct then I think the ECU is probably suspect. Or an issue with the wiring from / to the ECU.
I would put money on the timing belt being off a tooth on the cam, though.

i just threw a timing light on for a quick check and it appeared to be fine, once i get back from my hockey prctice ill pull the cover and do a more detailed inspection

The timing light isn't going to tell you anything about the cam timing. Although it is good to make sure that the ignition timing is correct.

I will chime in to second the vacuum line check. I'm going through that right now with my '81..similar symptoms to what you described, when i started taking a close look at the vacuum and breather hoses many of them were completely rotten. The ones going to/from the charcoal canister were broken in two and would actually snap like twigs in your hands (one was even full of dirt)..my idle microswitch was not engaging at all, and one of the vacuum ports on the back of the throttle body was plugged up....
i don't know how the thing was running at all..the wierd thing is it ran pretty well when i bought it, but something definitely changed and it got so it would not idle or accelerate very well at all

the next thing im going to do is take look at the cam timing, i replaced most of my vac lines but i havenot been able to replace the ones on the charcoal canisiter yet,i did however punch out the cat.
