Hi Alan and Heinrich,

A couple of more things.

Went through and cleaned all of the fuse contacts. Took the car for a spin.

Interior voltage went up! It was the highest I've ever seen it.

I went to my local garage and cleaned the engine ground strap. Now the voltage seems to have dropped a bit. (I did use the A/C quite a lot though, and also did a couple of errands where I started the car several times.)

This is an OLD thread... but I wanted to report that the problem has been fixed.

The problem was in the headlamps themselves. The headlamps were wired incorrectly. Once rewired (by Greg Brown), the brights indicator problem disappeared.
