Some years back I purchased an old ambulance from a junkyard for a project w/o a title. I contacted a place called ....titles unlimited...I think out of Atlanta. They had a flat rate for title paperwork for cars and bikes based on the age of the vehicle. I received all of the paperwork as if I had just recently purchased the car from the state. No hassles, no back taxes, no problems. I'm not sure if they are still around or not, I found them in Hemmings motor news. Just my 2
