Very carefully.
You can do it with a dial-caliper on the cam lobe, or you can get one of PorKen's kits which attach to the cam gears and do an effective job of giving a reasonable resolution (+/- 0.5º).
Edit: Actually, with the dial-caliper you measure at the hydraulic lifter, not the cam lobe.
