What is this part (928 613 223 00) from an 87 S4 Auto?

I bought an 87 S4 a couple of weeks ago...(woohoo!). While up under the steering wheel tracking down and removing some PO "wiring-to-nowhere" I found this part unattached to anything near the cluster tilt lock. I basically fell out. 928intl has it listed as a spring but there is no further description. I looked thru the WSM and couldn't find it. I searched rennlist - nothing. I searched PET by part number and got "retaining spring". Is it possible to search PET by part number and get as a result a location on a diagram ?
Anyway, here are a couple of pics of the part and my new car. I was looking for a blue or green one but my wife really liked the Indischrot and this car had a lot of recent mechanical rehab, so I drank the kool-aid. Pardon the wheels, they are a mess. One of these days I'll get some nice 17s.
I used to have an nice '82 Palisandermetallic 5-speed but it was totaled in a flood last August. I did have classic car insurance on it and they paid me quickly, so I guess it could have been worse.

Its the restraining strap for the ignition switch. To hold the plug in place.

Does it have the "Do It Yourself" manual transmission, or the superior "Fully Equipped by Porsche" Automatic Transmission?
