Okay...what a day. Cleaned grounds, fuse connections, contact pins in housing and harness ends....no go. But in the process I did get both quarter panels removed for rebuilding. I'm starting to think, looking at the wiring diagram for lights, that the BULB CONTROL UNIT may be the problem....I looked in the service manual and the PET and cant find it. Where is it? What does it look like?

bulb controller is above the EZK should be a 20 pin unit IIRC about 4in by 2 1/2in

ah yes I was hoping this wouldn't be the case, those are pretty expensive.. I thought they are located behind/under the radio, can be wrong about that, anyway, in the PET you find it on page illustration 906-05 as the bulb controlling unit.

Is there a way to bypass to SEE if that is the problem???

Yes based on what you did - it sounds most likely you just blew a fuse - make sure you are looking at the right one and just replace it.

Fairly sure I found the problem....In one of the parking lights the spring loaded connector was missing and what looks like solid solder in its place by the PO. I think the bulb shorted out and caused the 40 fuse to blow.....I miscounted and was checking the wrong fuse the whole time....see Im not above telling on myself. Does anyone have a good used tail light harness for sale???

check all of the fuses looking for corrosion, if you find any then you should also remove the relays and check the pins , any corroded pins on relays should be opened for checking internal contacts. Any corrosion indicates a possible leak from the bottom of the blower box so reseal is indicated.
