Default PCV valve or check valve question

I've got this valve on the hose that comes from the oil fill tube. I'm guessing it was put there to keep from pressurizing the crankcase when the boost comes on.

I can blow either way through it although one way is freer flowing than the other I would have thought it should be more like a true check valve, as soon as pressure rose it would shut off completely...
Is that correct and mine is broken?

it looks like a PCV valve take it out and se if someone has jimmied the insides out, otherwise it should only flow one way

It looks intact but as far as I can tell by blowing through it, it flows free going away from the oil tube but only partially restricts flow back into the oil tube, more like a pressure regulator...but it doesn't stop it completely so in theory the crankcase will be pressurized from my blower.
Which, combined with the busted hose at the base of the fill tube, leaking seals at the crank and cams, explains where a lot of that oil was coming from on the face of my engine!

I guess I better replace it.
