I understand that there is some contention of what is going on with the car in question, but we have gotten nothing from the OP to tell us anything other than "Some bad Cops got it"
I am not sure what the legal issues would be on a car that had been sold for storage.
Lets say that I had a car at my shop that had been left with a unpaid bill and storage.
After 6 months I need to get it out of my way and I go through all of the legal hoops that I have to do.
Pay the court costs, have a LEO sign off the sheet, publish it, and the state contacts the owner of record, then thirty days later we have bids on the car.
The new owner IS the legal owner of this car at this point.
I am not sure there would be much anyone could do at that point, at least in Georgia.

My attorney pushed everyone hard today, it's a "Dirty cop" problem, so I'll just ask for a new 997 in the civil suit.
I knew something was wrong , all our paper work was in order, a car just doesn't disappear in a police impound yard twice.
