Unhappy Inaccurate Tach

Recently I replaced the blue plastic circuit board behind the instrument cluster on my car because it was starting to crack in places. Since I installed the new one, my tachometer is reading approx. 1000 rpms lower than it sould. At idle it remains at 0 and full throttle downshifts (it's an automatic) occur with the tach still 1000 rpms from redline. I have checked/cleaned all contacts and everything else works properly. Has anyone else experienced this problem? What can I do to fix it? Any ideas/suggestions are greatly appreciated.
