Post Question About Flappy Behavior

Having just replaced a defective flappy solenoid I have a question about how the flappy is supposed to work.
I can observe my flappy's behavior easily by watching the lock washer turn. When I rev the car to 4000 rpm the flappy opens, but it doesn't close when I reduce the revs.
Is the flappy supposed to close as soon as the revs get below 4000 or is the vacuum supposed to "bleed" off slowly?

Neeeeever mind. It didn't work at first so I figuerd I had it hooked up backwards and tried it the other way. Now I've got it right and it's working.
Hmmmm, wonder why it didn't work at first.
