Missing steering rack bolt?

Question Missing steering rack bolt?

So I was just under my ('87) going through Wally's annual electrical mainentance checklist for the first time, and it looks like there's a bolt missing from the steering rack.
On the metal plate under the rack, there are four smaller bolts, and four larger bolts. The plate extends further back and up, and it looks like there should be another, larger bolt back there. At least, there is a 20mm or so hole in the plate, that looks like it should line up with the threaded protrusion on the other side of plate (if that makes sense).

Does something belong here, and if so, does anyone happen to know the specs for the bolt so I can pick one up?
Is it safe to drive like this? The rack was replaced by a previous owner, no mechanic has ever mentioned this, and I've hadn't noticed it in the five years I've had it...

There should be an M10x30 bolt and two special washers there.

It needs to be there, but I wouldn't park the car waiting to fix it.

You might want to check with the most convenient vendor to see if they have the fastener and washers available used.
