I wouldn't go so far as whacko ...
The quote from the book that you posted said:
The electric fuel pump starts immediately when the
ignition and starting switch is operated and remains switched on continously after the engine has started. A safety circuit prevents fuel from being delivered when the ignition is switched on, but when the engine is stationary (eg. after an accident)".
While the wording isn't the clearest in the world, it says:
"The electric fuel pump starts immediately when the ignition and starting switch is operated ..."
The pump does not switch on until both the ignition AND the starter are operated.
"... and remains switched on continously after the engine has started."
The key words here are "... after the engine has started." If you operate the starter, the pump switches on briefly. If you release the key, stopping the starter, but leaving the ignition on, the pump should NOT be operating. It only operates briefly when you hit the starter, and then will run continuously WHEN THE ENGINE STARTS.

Again reinforces that the pump runs only when the engine is running.
Just a lack of communication.

I love these threads ...
If no one is handy and you want to jumper (constant on)to tell if the pump is running and to do a voltage supply check do the 30 to 87 jump.
If you find that the fuel pump relay is 'a', or, 'the' problem you should then remove the jumper from 30. Jump 15 to 87 which should only run constant with the ignition on/engine running.
This should also help Brett if his relay is still bypassed and John Kelly to further clarify what Wally was saying.

P.S. I don't know if the jumper cabal out there is using an inline fuse on the homeade jumpers but on the 82's it's a 16 amp. You might want to consider fusing.

Thanks for all the sugestions! Yesterday I just hot wired the Fuel Pump with a hand held switch so I could control it. I could hear the pump running, but it still would not start! It did fire a bit, like it wanted to, but then nothing. I can't see or smell any gas so I don't beleive there is a leak? If I try to start up normally, (without the switch) as stated by Wally, I do hear the Fuel Pump running only when the starter is engaged. I don't hear it when I release the key. Unfortunately, I had to leave for a couple hours and when I returned, the car started! I hate to do it, but I guess I'll just have to drive around and wait for it to quit again!
At least I know the pump is running, now I have to see if it's delivering fuel? Not something I really want to do on the roadside!

OK! This is too good to be true! I was putting the car back together and it quit right here in my Driveway! Finally, I checked the EFI relay by removing the cover and watching the contacts. When the car would fire and almost start the contacts were chattering. I forced the relay closed and the car started up! The coil of the relay shows open with my VOM. I connected the switch I made for the Fuel pump to pins 30 - 86/87 of the EFI socket so I can turn it on off as needed!
(John Struthers) Do you know if it's possible to jumper this relay like you told me for the fuel pump, so it only comes on with the ignition on? It looks like I'm going to have to order the relay on Monday and it may take some time to get a new one? Anyway....
This is Great! It's saturday night and I'm off to pick up my Girlfriend in my Porsche! I'm feelin Lucky!
