Surge on acceleration question

Surge on acceleration question
Here is the symptom. (81 Auto)
1) Idle is fine
2) At cruise stays constant
** From a dead stop, or any increase in acceleration, there is a off/on fluctuation until you hit the constant cruise.
I have searched this site, and Gregs' site with a variety of close hits. Mostly vacuum, but none with a before/after "here is what fixed it".
What has anyone found what has resolved a problem similar to this.
