I know if it ain't broke but...

Seen a new lower hood latch on eBay. May buy it and replace my current one before it lets me down one day (I read a thread about a failed hood release where the spring had worn out) but how do you remove the existing lower latch?

It seems to be riveted in, so do I have to drill out those rivets and rivet in the new one?
