Broken wire to coolant tank - any big deal?

While working in the passenger's side of the engine cavity, I discovered a broken wire. Not sure how it happened, but it appears to have been this way for some time. It is supposed to connect to the top of the coolant tank.
Couplafew questions....
1. Is this connection important? What does it do?
2. I can't get the screw cap to the coolant tank completely off. It unscrews, but is trapped under the lip of the side molding of the car. If I do have to patch this wire, will I have to take the whole flippin' tank out?

that should unplug from there, that is a level sensor which tells you when your coolant is low.
to remove the level sensor you need to remove the tank enough to clear the fender yes.
