Default Air pressure readings low and high ?

Friend came over with her Echo don't laugh she just bought a z and is selling it and the air is not working.
Gauges 80 low 60 high I believe is a bad expansion valve any feed back! Compressor is on, when I turn off the high side valve on the gauge it goes to 45 low.

Reminder that, when you are testing, you DO NOT open either of the valves on the charging manifold.

60-80 means the compressor is not running. High side should be higher than low side with it running, right? The pressure you see is determined by ambient temp and the amount of refrigerant in the system. Once the compressor starts, there should be a difference between them.
