I recall the original listing when Low Miler bought this car, the seller admitted he had been rear ended and insurance paid for the GTS bumper because S4 bumpers were NLA. He said the bumper and cover were damaged and he wan't too happy about getting a GTS bumper. He also said that he had tracked the car for a few years and had removed the harness but the mounts were still in the car.

Low miler claimed GTS rear bumber was option in '91 MY yet never came up option code for it. There isn't any unknown codes in build sticker pic either. My bet is bumper was changed for what ever reason.
