I really want to get the heads back on this car but I'm waiting to be able to purchase the 85/86 manifolds due to funds. Will I really notice a difference or should I just throw on the old manifolds and be done. Every little bit helps because it's a 16V but I know it's a good time to switch to the 85/86 setup having the heads off. Should I wait for them?

Depends on the wait I guess. It's a bit of a chore changing them with heads in place, compared with just sliding the whole assembly down over the block studs. If the wait is more than weeks I'd put her together and drive. You'll run out of summer driving season with the car still apart, and that's no fun!

Unfortunately, I didn't dyno my '83 Euro motor prior to putting '85/86 manifolds on it. I think you'll see a difference in torque, but not much in the way of HP. With '85/86 manifolds, S4 cats, dual Euro exhaust with the intermediate mufflers removed, but stock final muffler, my car dyno'd 269HP/268TQ at the rear wheels on 91 pump gas.
