As Randy says - don't even try to get them out whole - either leave them in if good or snap the lips off the back all the way around so they just fall out. Either needle nose pliers or electrical wire cutters (small) make quick work of them... Buy a big bag of clips and replace them all over time as neeed...
If you try to unscrew they break - but also damage the panel - not worth it
If the panel is on the car & wont come off easily - use an upholstry tool to ensure you are levering at the clip only & not the panel around it or cut/snap the clips off at the front first with a narrow sharp blade (small Xacto - or better yet a real scalpel).
