That is a vacumn line, I'm just not sure if it is the one to the modulator.
You may want to tighten a plastic tie (or something similar) around the Mity-vac line at the modulator stem to make sure the vacumn drop is not due to a loose connection.
I wish I could be more help but I haven't trouble shot that system before.

Nicholas, I would worry about losing 1lb / 2 mins, especially if the connection was sloppy, thats as good as not leaking to me. The only real test though is the gear changes are smooth and at appropriate speeds for the throttle setting...if this is true, stop worrying.
