Question "91 Flappy Configuration

I'm replacing my '91 intake with an '87 that's been powder coated. The flappy valve spring is mounted between the valve axel and a post on the intake. On the '91 there's an hexagonal cap eccentrically mounted on the post that pulls off. It LOOKS like a stop for the mechanism at the end of its movement. This cap was not on the '87.
Does anyone know anything about this? It's a bitch to get back on.

Mine didn't have a cap. Maybe it prevents the shaft from traveling too far and sticking open. Here's how mine looks-

I think you're correct steve. BTW, I've got the "V" cleaned up and I'm working on the cam covers. I need a leprechaun to help with some of the bolts. Know any?
